D-visa may be issued for the period of stay of up to 365 days within twelve consecutive months and it allows to stay in other Schengen Member States up to 90 days within the period of 180 days.
In case of two consecutive long-stay visas, the whole period of stay shall not be longer than 548 days within 730 consecutive days.
A long-stay visa must be applied for in person at an Estonian representation which handles visa applications opens in a new tab or at a service point of the Police and Border Guard Board in Estonia. If there is no Estonian representation in your country of residence, you may apply for a visa at any Estonian representation handling visa applications. NB! Please contact the relevant Estonian representation before travelling there to submit the visa application.

All applicants must present:
NB! All foreign public documents submitted as part of a long stay D-visa application must be legalized or certified with an apostille and translated either into Estonian or English!
- travel document which is issued within previous 10 years, contains at least two blank pages for visas and is valid at least 3 months after the expiration date of the visa
- fully completed and signed application form opens in a new tab;
- one color photo (size 35x45 mm). Photo must meet ICAO requirements and should not be older than six months. Photo must be glued on the visa application from (not stapled!)
- travel medical insurance which guarantees payment of any costs related to applicant’s medical treatment due to illness or injury during the validity of the visa. As a rule, travel medical insurance must be valid for the whole period of requested visa. If applicant will be covered with Estonian health insurance (Tervisekassa) after arrival to Estonia, travel medical insurance must cover only the period until Estonian health insurance (Tervisekassa) insurance becomes valid. For example – if person applies visa for short-term employment, travel medical insurance must cover travel period and additionally first 14 days of working;
- proof of financial means, including evidence of the applicant’s income for the three months immediately preceding the submission of the application, showing at least the amount, regularity, and sources of income. Applicant must prove that he or she has sufficient financial means according to the purpose of stay;
- data concerning close relatives and family members;
- biographical data;
- additional application form 1 (citizens from NATO member states are exempted);
- documents indicating the purpose of journey, e.g. confirmation letter from the host or documents proving that applicant is going to work in Estonia (confirmation from the employer, registration of short-term employment) or documents proving that applicant is going to study in Estonia;
- travel ticket booking confirmation to Estonia or proof of use of another mode of transport;

Please see non exhaustive list of supporting documentsat the time of submission of the application, biometrical data – 10 fingerprints of the applicant is collected; children under the age of 12 and persons for whom fingerprinting is physically impossible shall be exempt from the requirement to give fingerprints;

Visa fee is EUR 120, children 6-11 years EUR 60.
The following persons are exempted from paying the visa fee:
- Children under 6 years
- A spouse, registered partner, minor child and adult child of an Estonian citizen who is unable to cope independently due to a health condition or disability and who is travelling to or with that person
- A family member of EU/EEA Member States citizens or Swiss citizens or UK nationals under the Withdrawal Agreement who meet the requirements in Directive 2004/38/EC, and who is travelling to or with that person
- An employee of a foreign mission or international organization accredited to work in Estonia who is a holder of a diplomatic or service passport, and their family members.
Visa fee may be paid at an Estonian representation or at a service point of the Police and Border Guard Board, depending where the application is submitted.

A tourist visa with the right to work is a special type of long-stay visa for young citizens who wish to come to Estonia to study or gain work experience. Estonia issues tourist visas with the right to work on the basis of a bilateral agreement to young citizens of the following countries:

Australia and New Zealand
A so-called youth visa with a stay of up to 12 months. Under agreements between Estonia and Australia, as well as between Estonia and New Zealand, working visas are issued to Australian and New Zealand nationals aged 18–30, who can stay in Estonia for up to a year. The work carried out during this period must contribute to the main purpose of staying in the country, which is to rest in Estonia.
